O̠ Vluz Kez (/o̠/ /vluz/ [maroon] [amateur]) is a subtropical Large Town located in the Ko̠ktugttö Moot of the Viceroyalty of Rosid.

The name O̠ Vluz Kez is derived from the Wood Elvish language, as O̠ Vluz Kez was founded by Emdiril Criebolri, who was culturaly Wood Elven.

Climate

O̠ Vluz Kez has a yearly average temperature of 12°C (53°F), with its average temperature during the summer being a warm 26°C (78°F) and its average temperature during the winter being a freezing -1°C (31°F). O̠ Vluz Kez receives an average of 146 cm/y (57 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. O̠ Vluz Kez covers an area of nearly 6 km2 (2 mi2), and an average elevation of 5442 m (17854 ft) above sea level.

Overview

O̠ Vluz Kez was founded durring the late 14th century in spring of the year 1271, by Emdiril Criebolri. The establishment of O̠ Vluz Kez suffered from many setbacks, delays, and obsticles, most notably a group of O̠ Vluz Kez which required millitary assistance exterminate before the community could finish being built.

O̠ Vluz Kez was built using the conventions of Wood Elven durring the late 14th century. Naturaly, all settlmentss have their own look to them, and O̠ Vluz Kez is no diffrent. The town's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.

O̠ Vluz Kez is buildings are arranged arrounded a highly ordered system of spacious packed earth streets which form triangular paterns, allowing the incides of the octagons to be common grounds for the buildings on the edges, be it for parkland, yardspace, plazas, or markets. The town sits behind an impressive looking clay brick wall. The wall is notable for querried stone blocks being used to renforce the clay bricks in the expected manner and locations. While the wall was built to the exact specifications of modern fortifications, one has to wonder why the money invested into creating such a well fortified wall wasnt spent on a less impressive looking wall crated from sturdier materials. O̠ Vluz Kez's walls would endure a brief bombardment, but only from light siege weapons. It seems more likly the town's walls were not designed with defence in mind but rather lending the town a certain air with visitors. The town's boondoggle-of-a-fortified wall are visibly old, but also obviously maintained semi-regularly. Its likly the local malishia or garrison are tasked with ocasional mantance of the towns defences.

A look around O̠ Vluz Kez gives you a feeling of distrust and paranoia. Also greed. The locals seem to be very much into scholastic pursuits, based on the hushed, murmured conversations you hear at least. Everyone in O̠ Vluz Kez acts like they have discovered something wondrous, and are worried they will endure some horrible fate so another can take what they’ve discovered for themselves.

Civic Infrastructure

O̠ Vluz Kez has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within O̠ Vluz Kez. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for O̠ Vluz Kez's parks.

O̠ Vluz Kez has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within O̠ Vluz Kez.

O̠ Vluz Kez has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain O̠ Vluz Kez's public wards, blessings, and other arcane systems.

O̠ Vluz Kez possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.

O̠ Vluz Kez has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for O̠ Vluz Kez's natural decorations nor waterways.

O̠ Vluz Kez has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

O̠ Vluz Kez has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

O̠ Vluz Kez has a long tradition of martial expertise. This may be a crisply-organized history of skilled native levies, or it may be a natural belligerence in the people that leaves them familiar with bloodshed. While their neighbors and liege doubtless respect their talents, this very aptitude might make them more willing to turn to steel than prudence would advise.

O̠ Vluz Kez's garrison was built using a different architectural style from the rest of the town. The style used is best known for its striking sculptural forms and often dazzling ornamental detail that characterizes the buildings general shape. The radiant colors, rich patterns, and symmetrical silhouettes employed by this style were backed up by rich decorative features including gardens, courtyards, extruded arches, domes, pointed domes, vaulted ceilings, elaborate painted and inlaid designs, and decorative sculptures.

The Magmin near O̠ Vluz Kez are known to be quite timid.

O̠ Vluz Kez's citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves consuming a local toxin to channel Invocation energies of tier 2 via throat singing.
